I gifted some flowers, but no pixie arrived!

Maybe you have to gift and take a flower? I did both.
edit: And again - with another seed and a pot. The post pixie always rings twice.

I don't remember what I did but I got two parcels from pixiv
I gifted out three plants (two of them haven't been taken yet and the last one was the travelling star). Are we supposed to "gift and take" to get the parcels?

Gifting should be enough, however there are no new parcels for users who already got the parcels last year. Somehow, everyone was/is more busy than expected, so not a single thing went as planed so far

Um... what? Since Exterminans said only older players who have all the items won't be getting anything new, I'm not sure what you're upset about. You should still be getting something, since you're a newer player.
But the admins do have lives, and we haven't seen a notification yet that the event started, so getting up in arms is silly. Sure, it may be late, but we were told some time ago that Nisha was really sick for a while fairly recently, and really busy in RL once she got well again. RL will always trump this game for anyone, or it should.
Remember this is a FREE GAME; we don't pay anything to play it. Everything the admins do is kindness, and not required. While we may be disappointed, getting angry is immature and ill-thought out.

We had it like this all the previous years, last years event reward was always still available for users who missed past years event.We will assign the new parcels to everyone who participated this year as soon as possible, but I currently can't reach all of the team members involved, so I can't give an ETA yet.

The Valentins day event has finally started, at least the parts which could be finished in time.
I case you have already made a gift before today, a parcel has been awarded retroactively.
