Because there are one or more variants of that plant that you don't yet have.

4. How long is it until the water drop goes down a little?
Sorry I don't know that exactly. I check 3 or 4 times a day

5. Why is it when I click the button for rain after i finished a mini game it says a clouds form but the clouds don't show?
The clouds don't show but the rain shows in the drops.

I hope I've helped a bit.

You get half a drop of water for each plant each time you rain on the garden. So if all your plants need just 2 drops, you can just play 2 games and never have to touch your watering can.
